Louka Katseli, the head of Greece’s bank association, said some 40bn euros had been withdrawn from Greek banks since December by customers anxious over the safety of their deposits, seriously damaging the banks’ ability to function normally.

The prior actions that Greece has to pass into legislation on July 22 do not include the measures to discourage early retirement or taxation for farmers, which will be included in a later bill in the first week of August, according to government sources late on Monday.
