“I am pleased to nominate Michael J. Rigas for the position of Deputy Secretary of State for Management and Resources. Michael will serve with responsibility at the State Department, as he did previously when he served in my first term as Deputy and Acting Director of the Office of Personnel Management and as Acting Deputy Director for Management in the Office of Management and Budget.
