EU internal memo for 2-year Schengen exit

An internal memo dated December 1 from the presidency of the council of the Euroepan Union to the EU Permanent Representatives Committee, titled “Integrity of the Schengen area”, outlines a 2-year EU plan for an exit from the Schengen area for member states such as Greece who cannot adequately safeguard EU borders.
“Where in such cases the overall functioning of the area without internal border control is put at risk, and insofar as the exceptional circumstances constitute a serious threat to public policy or internal security within the area without internal border control or within parts thereof, the period for the reintroduction of internal border control may be extended up to a total maximum of two years,” states the document.
